FBISTLCAAA 2022 Year In Review, Annual Members Meeting & Holiday Reception
Jan. 20, 2023
FBI St. Louis Citizens Academy Alumni Association members gathered recently for an interesting and informative annual reception. Special Agent in Charge Jay Greenberg presented a snapshot of 2022 investigations by FBI St. Louis.

FBI St. Louis CAAA Chapter President Peter Smith (Class of 2011) and SAC Greenberg signed the 2023 Memorandum of Agreement that outlined chapter objectives in support of the FBI mission.

The holiday reception included a delicious buffet for members.

SAC Greenberg arrived in St. Louis only eight months ago but has already made a significant difference in the community. He made it his priority in his first few months to meet community groups and leaders, in addition to corporate and law enforcement leaders.

Mr. Greenberg was pleased to share that his office enjoys excellent cooperation and a mutually beneficial partnership with federal, state, and local law enforcement agencies in Eastern Missouri, which is covered by FBI St. Louis.

SAC Greenberg reminded us of FBI St. Louis’s top priorities, which include addressing violent crime and public corruption.

Thank you to retiring FBISTLCAAA Vice President Eling Lam (Class of 2011) and Treasurer Christy Moreno (Class of 2016). Fortunately, both agreed to remain actively involved with the chapter. Welcome newly-elected Vice President Jim von der Heydt (Class of 2022) and Treasurer John Nickel (Class of 2019).

Former FBISTLCAAA President Gary S. Chan (FBI Boston Citizens Academy Class of 2015), President of Alfizo Security Solutions, discusses his upcoming cybersecurity webinars with FBI St. Louis Field Office Public Affairs Officer Rebecca Wu. Stay tuned for dates and times of these free educational webinars to help small to medium-sized businesses and non-profits.

Peter Smith thanked SAC Greenberg for his presentation and staying as long as members had questions. It was wonderful to reconnect in person after a long and isolated pandemic. The FBISTLCAAA Board looks forward to offering more in-person events for 2023!

FBI Director Wray and U.K. MI5 Director General McCallum Urge Business Leaders to Stay Aware of Ongoing Threat of Theft from China
|

|
|
|
On a recent trip to London, FBI Director Christopher Wray and United Kingdom MI5 Director General McCallum urged business leaders to be aware of the threat from the Chinese government and to help government agencies protect corporate secrets from theft by China.
“By volume, most of what is at risk from Chinese Communist Party aggression is not, so to speak, my stuff. It’s yours,” McCallum said. “The world-leading expertise, technology, research, and commercial advantage developed and held by people in this room, and others like you.”
The Chinese government has a longstanding practice of hacking and stealing proprietary information to try to get an economic advantage.
Wray also spoke about the China threat and emphasized the importance of partnerships to address it. This is the first time the two leaders have gathered to address a global threat with an audience of business and academic leaders.
“We're not just in the business of articulating problems. We’re doing something about them, together - with MI5, with the private sector itself, with other government partners,” Wray said.
Wray encouraged the business leaders to partner with the FBI and MI5 so they can have the appropriate intelligence about this threat. The information can also help companies decide whether partnering with China is worth the risk of having proprietary information stolen. Companies must take the long view in making decisions about China, just as the FBI and MI5 are approaching the threat from a long-term perspective.
“Maintaining a technological edge may do more to increase a company’s value than would partnering with a Chinese company to sell into that huge Chinese market, only to find the Chinese government and your ‘partner’ stealing and copying your innovation,” Wray said.

FBI Statement on the Ongoing Investigation into Bomb Threats to Historically Black Colleges and Universities and Houses of Worship
The FBI is continuing to aggressively investigate the ongoing nationwide bomb threats targeting Historically Black Colleges and Universities, houses of worship, and other faith-based and academic institutions.
From January 4 to February 16, a total of 57 institutions across the country were targeted. The bomb threats have been made in phone calls, e-mails, instant messages, and anonymous online posts. FBI agents from multiple field offices are conducting hundreds of interviews and gathering a variety of electronic evidence for analysis.
This investigation is of the highest priority for the Bureau and involves 31 FBI field offices that are actively working with our local, state, and federal law enforcement partners to identify those involved. The FBI is investigating these cases as racially or ethnically motivated violent extremism and hate crimes.
Although at this time no explosive devices related to these threats have been found, the FBI takes all of these threats with the utmost seriousness and will remain vigilant to protect our communities.
The FBI has been prioritizing information sharing and officials in Washington, DC have briefed approximately 2,800 law enforcement partners, and community, academic, and faith leaders. Senior leaders in a number of our field offices also have engaged with university leaders in their respective communities to maintain direct lines of communication.
We recognize the fear and disruption this has caused across the country, and we will continue our work to make sure people feel safe in their communities, schools, and places of worship. We would like to remind members of the public that if they observe anything suspicious or have information about potential threats to report it to law enforcement immediately, call their local FBI office, or submit a tip to tips.fbi.gov.
Due to the ongoing investigation we are unable to provide more details at this time, but we will continue to share with schools, partners, and the public as information becomes available.

Honoring The Founder of the St. Louis FBI Academy Alumni Association
Jan. 26, 2022
Dear FBI St. Louis Citizens Academy Graduates and Alumni Association Members:
It is with sadness that we inform you of the passing of Mr. Norman Appelman, a 2004 Citizens Academy Graduate and the 2006 Founder of our Alumni Association. Norm was a tremendously dedicated leader who was committed to the mission of the FBI and the supporting role played by CA Graduates and Alumni Association Members. His stewardship and wise counsel to the Alumni Association Board continued literally up to the week of his death on January 16th at the age of 95.
The following link to Norm’s obituary, and the photo collage of FBISTLCAAA activities, are indicators of his devotion to our organization:
www.dignitymemorial.com/obituaries/olivette-mo/norman-appelman-10535866

To honor Norm’s many contributions, the Alumni Association Board is making a $250 donation to the FBI Agents Association in his memory. The FBIAA provides for the needs of Specials Agents and their families during times of hardship and duty-related injury or death. This worthy cause is one which Norm and many other CA Graduates and Alumni Association Members have generously supported in the past.
Those wishing to make their own donation in Norm’s memory may do so using this link:
www.fbiaa.org
Interim Special Agent in Charge Spencer Evans of the FBI St. Louis Division offered the following condolence:
“We are saddened by the passing of Mr. Norm Appelman and offer our deep condolences to his family. We also thank his family for sharing him with us. Unlike my predecessors, I’ve not had the good fortune of meeting Norm as I’ve only been in St. Louis since the beginning of this month. Still, I would like to share what I now know.
Norm graduated from our FBI Citizens Academy in St. Louis in 2004. Shortly after, he founded the St. Louis chapter of the FBI Citizens Academy Alumni Association. Throughout the years, Norm was determined to grow the association in St. Louis and to ensure its future success. With an all-volunteer board consisting of busy community leaders, it was, and is still hard work. Norm never gave up. He supported the FBI and our law enforcement partners in many ways and often times anonymously. His intentions were 100% genuinely pure. He did not do any of it for publicity. He did it with his heart to help our community. At FBI St. Louis, we are deeply humbled by his unwavering support, sincerely inspired by his selflessness, and very blessed to have been his friend. May Norm rest in peace.”
We believe the most fitting legacy we can offer Norm is our continued support of the mission of the FBI and the welfare of all people and communities in the greater St. Louis area.
Best wishes to you and your family for a safe and healthy year to come.
- Your FBISTLCAAA Board of Directors
Message from the FBI - Colleyville, Texas
Jan. 24, 2022
On the morning of January 15, a gunman took and held four people hostage in the Congregation Beth Israel Synagogue in Colleyville, Texas. Later that evening the FBI's hostage rescue team breached the synagogue and rescued the hostages unharmed. Following is a statement from the FBI regarding the incident. Please share with your Chapter members.
|
|
|
|
All of us at the FBI are relieved the hostage situation in Colleyville, Texas, was resolved without physical injury to those taken hostage. We never lose sight of the threat extremists pose to the Jewish community and to other religious, racial, and ethnic groups. We have had a close and enduring relationship with the Jewish community for many years. We continue to work tirelessly with the Secure Community Network, the Anti-Defamation League, the Jewish Federation, and others to protect members of the Jewish community from all potential threats.
During the negotiations with law enforcement, the hostage taker, Malik Faisal Akram, spoke repeatedly about a convicted terrorist who is serving an 86-year prison sentence in the United States on terrorism charges.
This is a terrorism-related matter, in which the Jewish community was targeted, and is being investigated by the Joint Terrorism Task Force.
Preventing acts of terrorism and violence is the number one priority of the FBI. Due to the continuing investigation we are unable to provide more details at this time.

FBI Leaders Recognize Citizens Academy Alumni for Building Trust and Support in Communities
Dec. 8, 2021
Members from 58 chapters of the non-profit FBI Citizens Academy Alumni Association gathered for a National Leadership Conference in Las Vegas in September.
Nearly 30 years ago, the FBI launched a Citizens Academy in its Phoenix Field Office to give local civic leaders a behind-the-scenes look at how the Bureau investigates crimes and national security threats. Over the course of several weeks, participants learned from FBI personnel the finer points of investigating crime scenes, protecting civil rights, firearms safety, and how the FBI relies on partnerships to protect and serve the community.
Today, every one of the FBI’s 56 field offices hosts a Citizens Academy, and more than 45,000 people have graduated from the six- to eight-week program. Many find it so rewarding they join their local chapters of the non-profit FBI Citizens Academy Alumni Association, which supports the FBI’s mission through local volunteer work that highlights safety awareness and the Bureau’s essential role in the community.
FBI leaders recently recognized the alumni association’s 58 chapters and their uniquely local efforts to help their neighbors while also helping the FBI carrying out its mission to protect and serve.
Alicia Wadas, president of the FBI Citizens Academy Alumni Association, reflects on the role of the non-profit organization.

IPR Center Launches New Toolkit to Help Holiday Shoppers Avoid Scams
Dec. 1, 2021
A message from the FBI:
The holiday shopping season is underway and the National Intellectual Property Rights Coordination Center (IPR Center), Federal Bureau of Investigation, Homeland Security Investigations, Customs and Border Protection, and The Toy Association have teamed up to ensure consumers can make educated decisions when searching for the best deals this season.
The IPR Center launched a new holiday shopping toolkit to help consumers protect themselves from substandard or even hazardous counterfeit toys, electronics, cosmetics and other products.
The toolkit includes online shopping do’s and don’ts, ways to protect financial and banking information, educational videos and infographics, and general information on how to spot fake merchandise.
“Criminals don’t take the holidays off, so it’s important for consumers to be aware of ways they can protect themselves this busy season,” said Acting Deputy Assistant Director Carlton Peeples of the FBI’s Criminal Investigative Division. “The FBI collaborates with our law enforcement and private sector partners at the IPR Center year-round to combat the sale of counterfeit goods, which threaten public health and safety and impose high costs to the U.S. economy. Everyone can help identify and thwart counterfeiters, and this year, we encourage the public to use our holiday shopping toolkit to avoid becoming a scammer’s next victim.”
What’s the risk of buying counterfeit products? Counterfeit electronics can overheat and explode, bicycle helmets can break upon impact, phony cosmetics and health care products can be made with dangerous or unsanitary ingredients that should not be applied to the skin, and seasonal items for the home, like holiday lights, can be poorly wired and ignite fires.
Counterfeit goods not only cheat the consumer with substandard and potentially hazardous products, but the websites used can also put shoppers at risk of having their personal and financial data stolen for other nefarious purposes. Online shopping is particularly vulnerable to scams that trick the user into buying counterfeit and pirated goods.

Chasing the Dragon
Mar. 12, 2020
On March 12th, our St. Louis chapter in conjunction with the Kansas City chapter jointly presented “Chasing the Dragon” in Jefferson City. This is the second time in as many years, the FBISTLCAAA helped the FBI and DEA inform the public about the dangers of abusing prescription drugs. This year’s panel included a mother and daughter who gave very emotional testimony about the daughter’s journey from addiction to recovery. These two women actually attended our “Chasing the Dragon” event in Festus almost exactly a year ago. Watching the film helped both women see each other’s perspective. After more tough love from her mother, the daughter finally agreed to an out-of-state treatment program that lasted 10 months. The women’s courage to testify at the event gave hope to other families suffering from drug addiction. Thank you Board Director Pastor Randy Gray for spearheading this event.

Chasing the Dragon
Mar. 24, 2019
On March 24, 2019 (Sunday), the FBISTLCAAA sponsored a joint DEA and FBI event held at Festus 8 Cinema to raise awareness about opioid abuse. The goal of showing Chasing the Dragon: The Life of an Opiate Addict is to help people understand the critical components of opioid addiction – how easily it can began, the downward cycle that ensues, followed by tragic consequences.
FBI SAC Rich Quinn and DEA SAC Bill Callahan explained their desire to provide information, resources, and support to communities beyond the City and County of St. Louis. They also strongly encouraged the attendees who the packed auditorium with the following: (1) To engage with resources made available at the event if they know someone who may need help. (2) To show the documentary to others, especially in high schools. Anyone can watch the 50-minute documentary online: https://www.fbi.gov/video-repository/newss-chasing-the-dragon-the-life-of-an-opiate-addict/view

After the showing, the executive director of NCADA moderated a panel discussion with FBI, DEA, Jefferson County Drug Prevention Coalition, COMTREA, and an individual in recovery.

Stop the Bleed Seminar
Feb. 20, 2019
By Larry Christopher – FBISTLCAAA life member
On February 20, 2019, representatives of the FBI St. Louis office; Dr. Stephen Liang, MD; and members of the Barnes-Jewish Hospital emergency room staff provided guidance on how to respond to mass casualty events to members of the FBI St. Louis Citizens Academy Alumni Association. Presenters agreed that run, hide, and fight remains the recommended approach for dealing with active shooters. They explained how those in danger should interact with law enforcement during an event: police are there primarily to secure the site and neutralize the shooter(s), not to rescue or interact with victims. Stay clear of them, and do not engage except to respond to commands or provide information. At the end of the seminar, all those present participated in a drill that reinforced what was learned.
The seminar also addressed how to deal with the wounded following a mass casualty event. Statistics show that a large percentage of deaths at these events are from blood loss following wounds to extremities. Those deaths, Dr. Liang stressed, are preventable. Recognizing this, the American College of Surgeons, the FBI, and others created a protocol known as the Hartford Consensus which makes stopping bleeding the highest priority following shootings, explosions, and other similar events. Medics and emergency room personnel at the seminar explained principles of trauma care response and presented different procedures to stop the loss of blood.

FBI Seminar on “Protecting Houses of Worship”
Jan. 26, 2019
By Philip Deitch – FBISTLCAAA life member
Congregations of all faith have been facing growing security concerns. There is no longer a single faith or type of spiritual community that can consider itself immune whether in urban or rural areas.
The FBI St. Louis office offered a free seminar on “Protecting Houses of Worship’” on January 26, 2019. More than 50 people from congregations as far as Cape Girardeau came out on a snowy, bitter, cold Saturday morning to learn how they can better protect their congregations and their congregants. In the process, they created a supportive community among representatives from diverse faiths to include the Jewish, Muslim, and Christian communities. The host location was the New Northside Conference Center, 5939 Goodfellow Boulevard, in the City of St Louis. The FBISTLCAAA provided continental breakfast and refreshments. About ten FBISTLCAAA members came to volunteer and/or to learn themselves.
FBI Special Agent in Charge Richard Quinn welcomed and thanked the attendees and put the importance of the day into stark perspective. FBI special agents gave an overview on hate crimes, active shooter behavioral analysis, and what to do in an active shooter situation. Also, on the program, a Jewish Federation security expert who provides evaluations and trainings to all Jewish congregations and Jewish communal organizations. He self-identified as a Christian underlying the point that all spiritual congregations should be taking preventive action. Our own FBISTLCAAA President Gary Chan provided tips on cyber security. Rounding out the 3-hour seminar, a sergeant with SLMPD’s Crisis Intervention Team talked about the mental health resources available and how it provides such training to police officers.

Tour of FBI HQ and Academy
Sep. 26, 2018
The annual Citizens Academy trip to FBI Headquarters and FBI Academy took place on September 26 – 27, 2018. Graduates also visited the Pentagon and the Pentagon 9/11 Memorial. This year’s trip was held jointly with fellow graduates from FBI Chicago’s Citizens Academy. A total of 36 people attended. The tours were free, but travel, meals, and lodging were at each attendee’s own expense. The overall mood was excitement, amazement, and awe as all were simply honored that the FBI would invest so much time into us and the tour. There was plenty of conversation and laughter and times of solemn introspect during various parts of the tours when there were stories of lives lost in the line of duty. The “FBI Experience” exhibit at Headquarters was a highlight as many expressed what they observed.
